   On May 17 of the current year, an international conference was held at the Wyndham Hotel on the topic “The actual Issues of implementation of the effective tools of parliamentary control: experience of Uzbekistan and Foreign countries” by the Legislation and parliamentary Research Institute under the Oliy Majlis of the Republic of Uzbekistan together with the Representative Office of the Konrad Adenauer Foundation in Uzbekistan.

  The conference was attended by Members of the Senate and the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman), the National Center for Human Rights, Youth Parliaments under the chambers of the Oliy Majlis, the Research Institute of Legal Policy under the Ministry of Justice and the Lawyers’ Training Center, Supreme School of Judges under the Supreme Judicial Council, Academies of the Prosecutor General’s Office and Ministry of Internal Affairs, Institute of State and Law of the Academy of Sciences of the Republic of Uzbekistan, University of World Economy and Diplomacy, Tashkent State University of Law and Karakalpak, Samarkand, Namangan and Termez State Universities, National Association of Non-State Non-Commercial organizations, representatives of the Chamber of Advocates of Uzbekistan, NGO “Institute for Democracy and Human Rights” and media representatives.

   Also, from international organizations participated – the Secretariat of the Bundestag (Parliament) of the Federal Republic of Germany, the Knesset (Parliament) Research and Information Center of Israel, the Institute of Parliamentarism of the Republic of Kazakhstan, the Research Center of the Jogorku Kenesh of the Kyrgyz Republic, representatives of the USAID Legal Reform Program in Uzbekistan.

   The main goal of the conference is to develop scientific evidence-based proposals for further improvement of the organizational and legal foundations of parliamentary control based on foreign experience and international standards.
It was organized within the framework of the tasks of the 7th goal of the Development Strategy of New Uzbekistan for 2022-2026 and the task of “Improving the effectiveness of existing mechanisms for lawmaking and parliamentary control”, set out in paragraph 23 of the State Program of the Development Strategy in the “Year of human dignity and active neighborhood”.

   The conference was opened by the First Deputy Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, Director of the National Center for Human Rights Akmal Saidov, Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) Feruza Eshmatova and Regional Representative of Konrad Adenauer Foundation for Central Asia Ronny Heine.

         The conference was moderated by Foziljon Otakhanov, Director of the Legislation and parliamentary Research Institute, and delivered a report on the topic “Mechanisms of Parliamentary Control: The Experience of New Uzbekistan”. 
                                                                    

   At the event, which was held online and offline, presentations of foreign and national experts on the program were presented.

  As noted at the conference, the formation of a State based on the rule of law is a complex and continuous process that is intertwined with overcoming many problems. It has now become clear that there can be no full-fledged democracy in a country without a parliament with broad powers to govern. In this, parliamentary control over the full implementation of laws by the executive branch in the interests of the people is an important factor in the development of the country.

   In recent years, in the process of democratic transformations in our country, in accordance with world trends, the role and importance of parliament, in particular, parliamentary control in the life of the state and society, has increased.

   In particular, the Law of the Republic of Uzbekistan “On Parliamentary Control”, which regulates relations in the field of organization and implementation of parliamentary control, serves as a legal basis for creating an effective system for the further development of parliamentary control in New Uzbekistan and the Third Renaissance.

   The law regulates the objects and subjects of parliamentary control, forms of control, studying the implementation of legislation and law enforcement practice and control over the adoption of legislative acts, issues of publicity and transparency and mechanisms for its implementation.

   In addition, new forms of parliamentary control have been introduced, that is, the institution of «government hour» in the Legislative Chamber of the Oliy Majlis, and in the Senate of the Oliy Majlis hearing reports of governors of regions, districts and cities on regional development.                                                                         

   At the same time, the democratic transformations taking place in our country require the improvement of the existing control functions of the national parliament on the basis of rapidly changing modern requirements and the development of effective mechanisms.

    In this regard, the conference covers the following areas:

    Experience of parliamentary control by the chambers of the Oliy Majlis;

    advanced foreign experience of parliamentary control mechanisms;

    studying the opinion of foreign experts on parliamentary reform in New Uzbekistan.

  During the conference, the existing problems on the mechanisms of parliamentary control were analyzed and scientific and practical recommendations were developed, taking into account the opinions and suggestions of domestic and foreign experts, international partners on the implementation of effective mechanisms of parliamentary control.

     Based on the results of the conference, the organizers plan to prepare and publish a scientific and practical manual.
